No, they said that the tickets had to booked through backstreetboys.com. And that at least one in each cabin had to be a member to book during the pre-sale.
Now that i am thinking about it again, they may mean that if anyone will book from the 'carnival' site, won't attend the events... But everyone who books from backstreetboys.com, will!!! :)

What it said is that only cabins booked through backstreetboys.com will be able to attend the events. It never stated that only fanclub members would be able to attend the events, just that we could book our cabins early through the presale. The people that booked today did not need to have the user name or password and only had the remaining unsold cabins to choose from.

I GOT THE LAST CABIN! IM NOT KIDDING! Holy crap! I'm going!!! YEEESSS! The online reservations messed up and I called to fix it and then they had no more rooms available but I got to keep mine! YES!
