    the law in quebec is that when you wan to do a contest you have to pay 10% of the total prize to the regie and often companies dont want to pay and thats the case with the ''fan-club-only-for-the-north-americans-except-quebec-even-if-quebec-was-the-first-to-believe-in-them''
