VIP is basically the ability to go before the show and hear the guys sing some songs and get a picture taken with them. Those will be announced later and yes you can get VIP if you've already bought tickets because they are completely separate from each other!
For the presale, wait until the time (start loading the page maybe 10-15 minutes before though just in case) and go to the tour section and under your cities date, the ticket should appear (right now it's blacked out and unclickable) and go from there.
yep that's right! I'm also in NL and as far as I know tickets go on sale at 3pm :) We have our own special times zone haha
